Public Service and Public-Private Cooperation

The Public Service and Public-Private Cooperation programme aspires to be an arena of shared learning among public and private sector executives responsible for cooperation processes between the two sectors. Its main objective is to train public and private sector executives in PPC management and help towards providing a better cross-sector understanding.
This main objective includes the following educational objectives:

  • To understand the facts and conceptual frameworks that convert PPC into a key tool for implementing public policies.
  • To understand the specific nature of PPC in creating public value.
  • To recognise and explore the nature and scope of the contractual and organisational framework of PPC.
  • To identify the components involved in the PPC implementation process and the management conditions posed by each of them for different possible PPC models.
  • To develop management skills and relational abilities and tools to ensure the smooth implementation of PPC projects.
  • To identify shared responsibilities, the specific requirements of each party, the assumed risks and the mechanisms for monitoring and evaluating results.

The programme has been designed specifically for people with experience in public and private sector executive positions. A fundamental dimension of this programme involves bringing together experienced public and private sector managers in a class-based environment. As a result, this course is particularly recommended for:

  • Executives from public service companies, companies working in highly regulated industries, finance companies, public infrastructure operators and companies closely related with the civil service.
  • Public service managers responsible for areas with a high relational component with the private sector, either via regulation, outsourcing, development or concessions.
  • Managers and executives of public-private initiatives and joint enterprises and consortia, such as technology and research parks or promotional and territorial development and trade institutions.
  • In addition to providing participants with knowledge, the programme also aims to build, transfer and formalise this knowledge, given PPC’s current learning and accelerated development phase.

The teaching methodology is based on the combination of various tools designed to encourage participants to develop a working system to help them in their decision-making process and which, based on ESADE’s experience, will provide better results in the teaching of management and business administration.
The teaching methods to be applied in this programme will include:

  • Presentation and conceptual exploration of syllabus by programme professors.
  • Analysis of examples and real situations that have practical applications.
  • Application of the concepts through case studies and group work.
  • Exploration of strategy design and implementation, as well as developing a more competitive approach.
  • Debates and open dialogues among participants.

Interaction

One of the key elements of this learning model is undoubtedly the contributions from participants from the public and private sectors themselves, which serves to enrich knowledge acquired in and out of the classroom. Participant selection, group discussions and working lunches are aimed to promote dynamic exchange and knowledge-sharing among peers from different sectors and organisations. Participants establish relationships and a network of contacts with other directors and managers that go beyond the programme and continue outside the classroom.
